-2 pachirisu (I think eelektrik may be enough for energy acceleration but I've never really worked with the two both in one deck so I don't know)

-3 Pokemon communication (collector and level ball takes care of everything)
-1 zekrom (usually two is enough since you may also be attacking with zekrom EX)
-1 lightning energy (to make room for prism if you are to add Shaymin EX)
-1 PONT (to make room for N since It is usually better since it is good for hand refreshment, disruption, etc.)

+3 N (really good supporter for hand refreshment, Durant, and disruption)
+1 Shaymin EX? (if you really have that much trouble against terrakion it could help)
+2 sage's (for further discarding)
+2 prism( if you are to add Shaymin EX)
+1 switch (at least two is needed in this deck because eelektriks can only attach to bench)
+1 super rod (for recycling)

what would i do:

-1 Zekrom (2 is really enough)
-1 Zekrom EX (you'll not need more than 1
-1 Tornadus (combined with zapdos is an enough tech against Terrakions)
-1 Junk Arm (3 seems to be enough)
-1 lvl ball
-2 prism
-1 {L}

(9 spaces to fill)
+1 Tynamo
+2 Thundurus
+2 Skyarrow Bridge
+2 Pokemon Communication
+2 Super Rod

This is how my Zekeels run (without Mewtwo and Zekrom EX) and I beat CMT (with terrakions) lot of times without spilling a drop of sweat
 
^i don't think communication will be a very good idea. Collector gets the basics for you and level ball for the eelektriks. I haven't really seen a zekeels really need communication much. Also I would only use 1 super rod because from what I've seen only 1 is really needed.
