Ruling Xatu SW

I was just wondering, if I use Golduck from SW's attack to confuse itself can I use Xatu before my opponent's turn starts.
(This is from a local debate, Xatu is like the only poke-power that doesn't say [before you attack].)
 
Once your attack resolves, your turn is over, so no more powers can be used.

You might be thinking Psychic Shift is similar to Electrode SW's Energy Shift (that doesn't say "(before your attack)" either), since you can use Energy Shift during your attack phase. The reason for that is because the card specifically lets you use the power during an attack; it's an exception, not the rule.

That's the way I see it. I know you can't use it after your attack, but my reasoning might be a little off.
 
Your reasoning is perfect, actually.

Once you attack, your turn is over. You have no opportunity to declare any other actions.

"(Before your attack)" is just reminder text. It's a basic rule of the game. That doesn't change if the phrase happens to have been left off.
