Which sets are banned?

so i may go to the mt prerelease tournament and was wondering which sets arent allowed

also this will be my first tournament entry, so what are the procedures of entering

i checked the modesto players on the details and theres 0 in all 3 division...

It's a pre-realse. No sets are banned because you only use that set. I'll update with a link telling most of how a Pre works.

1 more question, when is it? modesto, it say 18, 4 days before release, but other places say 12-26 [26...]
