Ruling What's so good about Luxray GL X?

Hey everyone, I was reading in the competitive and casual TCG forums, and am looking to make a competitive deck, other than my other one. Here is my question:
What makes Luxray GL X so good? Sure it's first form is decent, well, the second attack, with an Energy set back. But it's PokePower can easily be changed by Ampharos PL. Why is it so popular? Sorry for sounding like a noob. >.<

Luxray GL LV.X's Poke-Power is the most broken power in the game. It's also SP and has free retreat, which means it's ridiculously abusable.
