Yes, they're sub forum, where you can make clan/club about some thing you like, where people may join and you and other members discuss things you all like. That's all. You do get posts there, which means, there are many spams.

I guess, I didn't tell you that: you need rules, topic and members for your clan, but members won't come without topic and only newbies will come without rules. May I suggest you take a look at this amazing clan. It has everything you need. Topic (ok, we're currently without one, however...), members, rules and history of Nintendo
