Ruling Vaporeon BET -- Uber or mistranslation?

I hope no one before me asked this; I didn't look back very far...

In the translation on the translation page for Vaporeon BET, it states that Vaporeon's attack sniped 40. It then says that if Vaporeon evolved that turn, the attack's BASE DAMAGE is 60. This would give the attack the potential to do 100 damage for 2 energy, but even better, able to change the target of 40 of that damage. Am I reading it wrong? Is it really snipe for 60 instead of 40? Or is Vaporeon just way too good?
 
I think you are reading it wrong. When it says the base damage is 60 it means you can do 60. You don't add the the other 40 on if you evolved.
So look at it this way
Eevee evolves to Vaporeon and you use Evolve Aqua, you would get to do 60 to anything on your oppponenets side of the field, provided it has 1 damage counter on it. If you choose the active add/minus weakness resistance
Vaporeon is your active (and didn't evolve that turn) and you use Evolve Aqua you would do 40 to anything (again make sure it has the damage counter) but you would calculate weakness/resistance if you target the active

Base damage is the damage written on the right side of the card that the attack does before any effects are calculated.
 
I'm pretty sure too that normally, it does 40 to a pokemon that already has a damage counter(s) on it. And when it evolved that turn, it also does 60 to the defending.
 
Well either way, it still does the same job: sniping. And I guess we can only wait for the English scan to find out what it does.
