It prevents effects of attacks, period. Placing Damage counters IS an effect, so that's why its prevented. The traditional way of explaning this, is that it prevents anything that isn't damage, or anything that leads up to damage calculation, such as Gallades prize flipping. It is an effect, but it's to calculate damage, not something done to the Pokemon Unown G is attached to. Unown G does not prevent an effect done to the opponent, like Gardys Psychic Lock, or Explouds Ambient Noise.
