Ruling Two questions!!

Hello!! I have 2 questions
1st -> Plus Power affect benched pokémon??
2nd -> The evolved Mantine cuts 2{C}{C} from the retreat cost of the owner {W} pokémon. If I have 2 evolved Mantine, I will reduce 4 {C}{C}{C}{C} from my {W} pokémon??

1) PlusPower does not affect the bench, it says that it does not on the card. It says "Does 10 more damage to the ACTIVE Pokemon."

2) I believe that it would decrease the retreat of your water Pokemon by 4 instead of 2, I am not 100% sure, but it does not say anything about not being able to use 2 in a turn, and I do not recall there being a ruling/eratta on it.

For the first question no because it even says on the card "the attack does 10 more damage to the ACTIVE Pokemon.

For the second question yes 2 evolved Mantines will cut the owner's water Pokemon's retreat cost by 4.
