There are a few issues with your IR and SIR predictions/guesses, as Leafeon, Slugma, Glaceon, and Magcargo ex all were in Crimson Haze, in which all of the Secret Rare cards have been revealed, and neither of those cards were present.
I think it's more likely that the SIR cards are each Ogerpon ex, since it seems that there are 4 ex and 2 Supporters (I agree with, Carmine & Kieran probably) for Mask of Change. Then I could also see the Festival Pokemon (Thwackey, Dipplin, Goldeen, Swirlix) getting IR cards, 3 of which could fill your Leafeon, Slugma, and Glaceon Illustration rare cards, while the Swirlix also could fit in if we move down Enamorus to Okidogi

Fixed it. There's also a problem putting Swirlix in. Hisuian Growlithe is confirmed as 181, so I can't really move it. I completely forgot about Crimson Haze cards. Swirlix could be one of the cut cards though.
True true. There's also the "option"/possibility that the Loyal three aren't getting illustration rares in this set, as they are getting a set later on, where I feel there's quite a good chance of them getting super illustration rares, which allows for room for Swirlix.
I hope not all SIR are ogerpon, for me as a collector it would make this set boring, but at the same time I don't know what other pokemon could have a SIR of the ones that have been revealed so far, considering that there are still 2 ex not reveled yet, maaaybe dragapult.

Based on the new sleeves, it seems we could also be getting:

- Poliwag / Poliwhirl / Poliwrath or -toed (23 - 25?) - Kieran uses Poliwrath and Politoed in the games, so either could go (maybe water Toed Fighting Wrath?)

Based on card numbers Monkidori and Fezandipity should be number #182 and #183, but since we know Hisuian Growlithe is #181 it means that 2 of the 3 cut ARs come before Growlithe. I'm thinking maybe the cut ARs are the loyal three or the "Festival" cards if more pokémon other than Diplin also get ARs.
Froslass' AR reveal means that TM Ogerpon is not actually in the set as an AR (perhaps another sealed battle prize). That means that more than likely the Loyal 3 are cut for the Illustration box for 6.5 and also suggests that 6.5 may be a mostly straight port of Night Wanderer featuring Pecharunt since it would be thematic.
If Poliwag, Poliwhirl and Politoed do appear in this set, then wouldn't Poliwrath take up the 99th spot on the list immediately after Hisuian Arcanine?

I think eevee is the last IR of the set, so sinistcha FA probably is the number 189, considering there are still 2 ex cards missing that aren't revealed, that at least 1 will be a darkness type
Yes, Eevee is the last one because we know that there are only 21 ARs, so if the 1st is 168 then the 21st falls in 188 which is Eevee. We just don't know if any of the 3 unrevealed cards before Sinistcha is an ex.
If my math is not wrong I think we might have a Full Art pokémon or trainer cut, likely for a promo or for the special set.
That's not too bad for the set. If I'm not mistaken, we should have a good idea of who will be in the set Pokémon wise on Friday when the Mask of Change set is revealed.

I think Waking Whistle potentially could be changed to Awakening Whistle to allow room for Raifort, which would leave Lottery Stick for the next set
