Ruling Turtwig GL and Entei/Suicune Legend

If my opponent's Entei/Suicune attack my Turtwig GL with Burst Inferno, do you apply weakne or rsistance first? Basically, do you apply the weaknes first, making the total damage 140, or reistance first, making the total damage 120. Weakness first would be correct if you're talkinga about the Order of Operations, but that's math, not neccesarily the order of attacking.
 
When Weakness and Resistance would both be applied, Weakness is always applied first. No exceptions.
