So, I heard that there was a new rule being implemented about translations. What exactly is the new rule? And is it in effect yet? Thanks in advance!

Yes, it is in effect. It basically means that you may only have 6 foreign-language cards in your deck (This includes Basic Energy) in your deck. No more. The definition of foreign differs per country but if you're in the USA, it means anything Non-English.
