Ruling Tournament Rules

I have a few questions.
1. How many people are required at a tournament for a top cut of 2?
4?
2. Say me and a friend have the same resistence (EG. we both have 67.73) who would come out higher?
Is it alphabetical order?

Edit: But in this tournament, we both won against the exact same people, then lost against the same person, but he came second and i came third!

1. For top cut of two you need 8; for a top cut of 4 you need 16.

2. There is an order. It goes opponent's win percent, opponent opponent's win percent, head to head, standing of last opponent. This is assuming both players were on time.~Mark
