Ruling Time Walk

If I use Azelf's Time Walk and there are no pokemon in the prizes what happens?

Note that since face-down prizes are not public knowledge, you can choose to not take a Pokemon card (even if one is present) and just rearrange prize order. You only have to put a card back into your prizes if and only if you have taken a card out of the prizes.
