Pokémon LEGEND are considered Basic Pokémon. Mewtwo LV.X's Psybarrier Poké-Body prevents effects of an attack, including damage, done by Basic Pokémon. Unless there is an attack that lets it circumvent Psybarrier, a Pokémon LEGEND cannot knock it out.
