Trainer – Pokemon Tool

The Pokemon this card is attached to has each of its attacks' Energy costs reduced by 1 Colorless Energy.

To use a Pokemon Tool, attach it to your Pokemon. It can't be attached to a Pokemon that already has a Pokemon Tool attached.

This card can't be attached to anything but SP-Pokemon. If this card isn't attached to an SP-Pokemon, discard this card.

If I have an SP-Pokémon which needs [C] to attack and I play Energy Gain. Can that Pokémon attack, without any energy attach to it, using the attack that only needs [C]?
 
Given that it is translated correctly, and that the wording does not chnage when it is released in English, you could attach it to a Pokemon who attacks for {C} and be able to use that attack for no energy.
 
You could refer back to the Nido's from MT and SW. Nidoqueen's body stated that each Nidoran, Nidorino, Nidorina and Nidoking could use one [C] less for their attacks. The SW Nidoking had an attack for [C][C] that could be used for [.] if 2 Nidoqueen were in play. So in that sense, it seems only logical if this is the case for Energy Gain as well.
