Standard Swampert VS Empoleon Decks for Investigate

I want to create 2 different decks to play from m themdecks.

1. unfortunately I do not have Cynthia
2. I do not want to introduce gx to home playing

what would you add have changed in the deck to work well?

Usually, if you play Rare Candy, you cut the middle line a bit. For the Swampert list, I’d cut a single Marshtomp, same with Prinplup.
If you can access the cards, I’d turn Swampert into a massive control deck machine. Empoleon, you can leave like it is.

A little side note/word of wisdom:
These last few sets of theme decks haven’t been that bad, but usually, you can never trust theme decks.
I urge you to take inspiration from other non theme deck lists, see how they work, adapt to your non GX non Cynthia scenario.
