Three per box average. I saw both 2, and 4 at my pre-release, so it has flexibility. 2 SR, and 2 Shiny per box too.

Yes its 3 lv X per box, I think 1 shiny and 1 Reprint. It still has only 6 lv X i believe

There's seven Lv.X, three Shiny, and three Reprint total in the set. Sounds like you only need to buy about three Boxes to complete the whole set, which is a little bit better than before.
