Ruling Specific sleeve rulings?

Um. I guess the title says it all. What are the specific rulings for sleeves in tournaments? I know you can't have designs touching the edges, they can't be marked and they can't be holographic, but is there anything else? Can you use penny sleeves at big tournaments provided your cards are in good condition?

Yes, provided that there's no real evidence that the backs of any cards in your deck are damaged/marked (hence why opaque sleeves are preferred). They also have to be either Pokemon-themed or all one color throughout.
