Ruling Special Energy Cards

Specifically the Special Metal Energy from Undaunted that reads:

"Damage done by attacks to the Pokémon that Metal Energy is attached to is reduced by 10 (after applying Weakness and Resistance). Ignore this effect if the Pokémon that Metal Energy is attached to isn't Metal. Metal Energy provides Metal Energy. (Doesn't count as a basic Energy card.)"

My question is in a situation like this. I have my Grass Scyther that I intend to evolve into Scizor Prime, so I want to load up the metal energies. If I attach two of these Special Metal Energies to Scyther, does the phrase "Doesn't count as a basic Energy card." mean that I can't use Scyther's attack, which requires two non-specific energies? Also, can I discard them as part of the retreat cost for Scyther?

I've had two different judges tell me two different things on this, so I would like to get y'all's opinion. Thanks.
 
Special Metal (and Special Darkness by extent) energies work like this.

They provide {M} regardless. You can use them to pay attack costs, retreats, or whatever. However, if it just happens to be on a {M}-type Pokemon, it gains the bonus effect.

Most special energies are like this, so yeah, Scyther can use those energies just fine. He just doesn't get the "-10 from damage" until he evolves into a {M}-type Scizor.
 
"Doesn't count as a basic Energy card." means that you are limited to 4 copies in your deck. Basic Energy are unlimited, so that's why they include that phrase.

Since when did this change to it providing a {M} energy regardless? When I was retaught how to play a couple years ago, Special Metal only provided {M} energy while attached to a {M} type Pokemon.
 
Metal Energy provides {M} because the card says it does. It's always been that way. It also has a {M} Energy in the upper right corner which gives you an idea of what it counts for (note that Rainbow Energy is only {C}, Dark Metal is {D}{M}, etc).
