Ruling SP radar and other search cards Questions

1. Can you use cards like SP radar, Bebes, Roseannes and the such, if you know for a fact that you DO NOT have any of the searchable Pokemon? i.e I have a hand of 7 cards, 2 SP radars, Bebes search, Gengar and Luxray GL, i know for a fact that that there are no more pokemon in my deck can i still play the search cards?

2. Could i put SP radars in my deck even if i didn't put in any SP pokemon and still use them to see whats in my deck and shuffle it?

The answers to your questions are yes and yes. The contents of your deck are not public knowledge, so you may choose to play the card, search through your deck, and pull out nothing. Your opponent technically does not know what's in your deck, so you're free to play those cards if you wish. (Note though, if you play a Supporter and don't pull anything, that still counts as your 1 Supporter per turn.)
