Ruling Scramble Energy

Ok, lets say I have a Scramble energy attached to a Gardevoir(RS or PK)...
Does the Scramble Energy count as 1 energy or 3 energy if Gardevoir uses its Energy Burst attack??

Energy Burst counts ENERGY, not Energy CARDS. So if you're winning, +10. If you're losing, +30 to the damage.
