No. Unown G prevents all additional effects on the pokemon it's attached to. Accelerate is an effect on Scizor.
The card says prevents all effects of attack excluding damage "done to that pokemon" (the pokemon its attached to)
If your opponent's pokemon does an attack that benefits themselves, nothing's being done to you
so yeah scizor's attack is unaffected like thebugmaniac ^
