can you use sceptile SF to move mutli energy? As it doesn't state that it must be a basic {G} energy card.

As long as it says a {G} energy and not a basic {G} energy, you should be good to go.

Alright, here's for a clear explanation.
Whenever a card says: "... Energy" (... stands for the type in case), then ANY card SUPPLYING that particular energy would be affected. Rainbow Energy, Multi Energy not attached to a Pokémon that already has special energy, Double Rainbow Energy, Scramble Energy when behind in prizes, they all work.
Whenever a card says: "BASIC ... Energy CARD", then only an energy card that is that exact type and that type only can be affected. Usually it will say Basic in front of it, but Darkness and Metal may also be the special versions, hence why its not always included. Keep that one little word in mind - Energy CARD means it HAS to be that exact type and that type only, whilst if it doesnt say that, it can be any card PROVIDING that type of energy.
