You just always 2 cards total so you may choose 2 basic energy, 2 basic pokemon, OR a combination of 1 basic pokemon and 1 basic energy. You can also just get a single card since it says a combination of UP TO 2 if you want, though I don't see why that might ever happen.
I will add that you can choose to fail to find as the deck contents are not known.
He meant that, since the contents of your deck aren't public knowledge, you can choose to search for no cards and just shuffle your deck afterward. Your opponent doesn't know what's in your deck, so you can choose to not search for anything (even if it is there).
With abilities like Slowking GE's Trump Card, though, you can't do that because you are searching for "any 1 card". If there is at least one card in your deck you must take it, since it's not a specific kind of card being searched for.

Bebe's Search you can choose to fail the search.
This fail aspect is one of the reasons they are valuable assets as you can clear your hand late game and when you need them early they are always there to help 
Just some more stuff about "public knowledge"- you can fail a deck search of Pokemon using the likes of Rosanne's Research, and you can fail a prize search with Azelf's Poke-power. You cannot, however "fail" a search of your discard pile with the likes of Night Maintenance, since the discard pile is public knowlege. But does any one know if you can burn a night maintenance to free up your hand? Because on the card it says "Up to 3" ?
You must take back at least one card.
