Reshiram and Zekrom ex BWR Rares Revealed in English, Indicates New Secret Rares Added to Our Sets!

I'm think Black Bolt will receive the red Victini, since Zekrom is 172 but 3 AR of the set are turned into promo cards, Thundurus, Reuniclus and Victini, unless Victini is both a promo card and part of Black Bolt, just like the japanese set
And then White Flare would receive Cheren

The whole deal is to have monochrome arts tho, I guess that’s why they decided to go this route. Also a throw back to their first full arts.

I was thinking of starting to collect this other set but maybe 800 cards is too many, any suggestions on that? Maybe collecting only full art cards? I don't know how to put myself in this situation.

Both version exist
One numbered as a part of Black Bolt (97/86) and one numbered as a promo card (271/SV-P)
So yes, it is in booster packs

Honestly, putting 2 BWR in one of the sets but not the other doesn't seem believable to me, I'd say it's more likely going to be a new juniper full art and the Victini will be saved for a upc
