Ruling Repeat Ball and Stage 1, 2 or Mega/Primal Evolution

If I have a stage 1 in play after evolving a Pokemon, am I able to bring out a basic Pokemon with Repeat Ball because it's still on the playing field?
 
No.

Repeat Ball lets you search for a Pokemon you have "in play." When you evolve a Pokemon, the Pokemon underneath it is no longer considered to be "in play."

If, however, you were to have a second copy of the previous stage on your Bench, you could use Repeat Ball to search for another one.

What if Shrine of memories was in play? Does that make the pre-evolved Pokemon in play?

That wouldn't change the fact that the pre-evolution is not in play. All that Stadium does is let your Pokemon use attacks from their under evolutions.
