Can Regice LA use Regi Move if your opponent's active Pokemon is evolved, only to discard energy and just not switch the pokes?

Yes, that was ruled a few days ago. You may use the power even if their active is evolved to just discard 2 cards.

Q. Can you discard 2 cards from your hand with Regice's "Regi Move" Poke-POWER even if the opponent's Defending Pokemon is not a Basic Pokemon?
