Don't know who told you that, but all EX Pokemon are not the same name as the none EX Pokemon. EX pokemon are not level X pokemon and do not share the same name with there none EX counterparts.

You also need the 2x EX Raquaza for your heavy hitters.

Rayquaza EX's name is Rayquaza EX. Lv X's were different, probably because they could use the attacks of the card underneath.
