Ruling Rare Candy, Pokemon*

Here, I have 2 question. Proceed:

Question 1:
Now the format is DX-on. There were rumour that Rare Candy can't be used at first turn. Is this true?

Question 2:
Can a pokemon* (Pikachu*) evolve (Raichu)?

Why? I don't understand, why couldn't we play Candy on the first turn?

Question 2:
I don't think so.

1. If they made an errata then they would have made it public and made sure everyone knew. Something like that is big because Candy is so played so commonly. I'd say no, until you find the proof.

2. No. Raichu evolves from Pikachu, not Pikachu*. No shining pokemon can evolve due to that reason.
