Ruling Rare Candy count as an evolution?

I know it says it on the card, but I just want to clarify something. Could I do the following situation:

T1: Start with Machop. Do nothing.

T2: Rare Candy into Machamp and Level Up into Machamp Lv X.

I'm thinking I can't Level Up because we all know you can't Level Up the turn you evolved, and on Rare Candy it says it counts as evolving.

It may sound like I'm answering my own question here, but I wanna make sure- Is this right?
