Ruling Rare Candies on babies?

Can I use Rare Candy to evolve a Baby (ex. Elekid) into a stage 1 pokemon (ex. Electivire)?

Can I use a Rare Candy to go from a baby Pokemon like Cleffa to Clefable?

No. You cannot use Rare Candy on a Basic if there is no legal evolutionary path. There is no card that says "Evolves from Cleffa," so you can't Rare Candy a Cleffa into Clefable. The same goes for any baby Pokémon.

That, and Rare Candy has been changed as of BW1 release. You can only use it to evolve to a Stage 2 Pokemon.
