Drizzle produces Rain weather, which is what the team relies on. Hydro Pump is for STAB and power. Ice Beam is for coverage. Protect is almost mandatory in VGC. Surf is so you can damage both defending Pokemon, but it also has another use: hitting Gastrodon with a Water type move to raise its SpA.

Ahh, Kingdra. A very popular Pokemon in VGC play. The Timid nature is for added speed at the cost of nothing (Atk). Haban Berry is for those pesky Dragon type moves running around. Draco Meteor is for Dragon power, it can faint a lot of different Pokemon, or at least get them down to low HP. Ice Beam and Waterfall are strong moves, Waterfall has STAB, and again, Protect is almost mandatory.

Rotom-W is used to have a fighting chance against Trick Room teams. Rotom-W, Gastrodon, and Magneton together help against Trick Room. Choice Specs gives even more power along with the Modest nature. Thunderbolt is for STAB and coverage. Hydro Pump with Modest and Specs and Rain gives a very powerful aspect to the team. Trick can be used on a Pokemon like Ferrothorn to give them a useless Choice item, which locks them into one move. HP Grass is for added coverage. HP could be either Grass or Ice, depending on the metagame.

Latios is another Dragon type that is great in Rain. DracoGem is for amazing fainting power, as it can demolish one or two of your opponent's Pokemon. Dragon Pulse has STAB (I am considering changing it for Psychic). Surf is for Gastrodon and hitting both opposing Pokemon. Ice Beam is for added coverage. Timid nature is for extra Spe with the expense of nothing (Atk).

Gastrodon is very useful against Trick Room and other Rain teams because of its low Spe and its Storm Drain ability. Rindo Berry is a must because of Gastrodon's 4x weakness to Grass. Earth Power has STAB. Ice Beam is amazing against many different Pokemon. Recover is for stalling after Toxic is used because of Gastrodon's amazing defenses. Calm nature for added bulk.

You may be thinking "you noob SheNinja, playing Magneton in VGC", but it is better than it looks. Eviolite is great for added defenses. Analytic is useful because of Magneton's relatively low Spe. Modest nature for added power. Thunder is a great move in Rain because its accuracy goes from 70% to 100%. Flash Cannon, Volt Switch, and Thunder all have STAB. Thunder Wave is useful because it can help slow down opposing teams. Volt Switch gets Magneton out of the battle without the need to use a turn to switch.

All help is appreciated. This team is great against Trick Room and Rain, but it has a bit of trouble against many other types of teams.

Aren't Drizzle and Swift Swim banned at the same team? Not sure in which tiers but I do remember there was something like that. :D
