Help Questions on specifics of card text.

2 main questions....

When using a move that pulls fire energy out of the discard (volcanion, turto gx) can that be applied to a special fire energy (Burning Energy) or is it strictly basic fire?

Second, with moves like tapu lele's that do damage times the number of "energy attached", does this refer to cards, or actual energy? I'm mainly referring to DCE...does it count as 2 energies? Or 1 energy card?
 
Only basic energy can be pulled from the discard unless the text does not specify it to be basic.

And attacks like tapu lele or Gardevoir gx use all attached energy not simply number of energy cards. So a double colorless would count as two energy meaning 40 damage for tapu lele energy drive attack
 
To expand on what DarkSentinel66 said regarding the first question:

Volcanion and Turtonator-GX do not specify that the energy has to be basic, however the important part here is the text on Burning Energy. The card states that "This card provides Fire Energy only while this card is attached to a Fire Pokémon" so a Burning Energy in the discard does not count as a Fire energy because it isn't attached to a Fire Pokémon, and therefore cannot be attached through Power Heater or Nitro Tank GX. Similarly, Burning Energy cannot be discarded using Volcanion-EX's Steam Up ability for the same reason.
