Approved, but more descriptions for the pokemon would be helpful. I'll give you 2 days to edit some more descriptions in, otherwise I have to lock it for not following the RMT rules. The descriptions don't need to be excessive or anything, Just try to explain what the EVS and Moves do, like you did with Victini, and it'll be fine.
Also yes, Victory Star affects Victini in singles, it raises Victini's accuracy by 10%, but it doesn't do anything for the rest of the team. (Although it does allow victini to use moves like Fire Blast without fearing the accuracy. Even Thunder becomes a plausible option on a special attacking set.
