Ruling Porygon-Z and Umbreon UD question

Since I plan to build Porygon-Z, I feel I should clarify on a ruling.

Umbreon's Moonlight Fang prevents all effects of attacks including damage done to it by pokemon with Poke Powers or Poke Bodies.

Obviously that would block Porygon Z's attack damage etc.

HOWEVER, my question is, "Does Moonlight Fang prevent the effects of TM-2 De-Evolutor???"

Yes, because the Technical Machine provides an attack, and the Pokemon using this attack has a Pokepower. If you had a Porygon or Porygon2 using the attack with the TM (without Pokepower/body), then the attack would work.
