Ruling Pokemon communication on Legends

so this problem came up while playing the tcgonline.
i couldnt use my pokemon communication on my legend piece in my hand.
but i could use a pokemon communication to retreive a legend piece from my deck

is this a new ruling, or another error in the tcg onlince
because i thought Legend pieces were considered just normal "pokemon" cards. (not basic or evolution)

It is an error on the simulator. As stated in the Ruling FAQ, there is probably some glitches in the online game.

It's a bug, yeah - Pokemon LEGEND are stageless Pokemon, but they are still Pokemon cards. Via Pokemon Communication, you can put one back into the deck, as well as take one out of the deck (even in the same play if you wish), since PokeCom doesn't specify a stage.
