If I have a Pluspower attached to a Shuppet (CG) and I use Ascension would it do 10 damage?

If I use Banette (SW) Ghost Head attack and I have a Pluspower attached, would it do 10 + however many damage counters I placed on the Defending Pokemon?

No. PlusPower adds "10 more damage" to your attack. You have to actually do some damage before you can add "more" to it.

No. Again, you have to deal damage for PlusPower to add more. But Ghost Head doesn't deal damage -- it places damage counters. Effects that alter damage dealt do nothing for effects that place damage counters directly.
