does the wording "each of your opponents defending pokemon" mean every pokemon in play for the opponent? if the defending pokemon switches out, will the new defending pokemon's attack still be increased by {C}{C}?
 
It says each Defending Pokemon in case you were doing a double battle. Retreating a Pokemon takes away all conditions on it which includes the increased attack cost. By retreating, the new Pokemon is unaffected by Headwind.~Mark
 
The effect of Headwind resists on whatever the Defending Pokemon were at the time of the attack. If either of those leave the Active spot at any time, that effect ends on that Pokemon.
