Ruling Out of basic pokemon

This is going to sound like a bit of a silly question, so i apologise in advance.

I've just knocked out my opponents Charmander with my jumpluff :D He is out of basic Pokemon, but then he takes a card and its "Pokemon collector" which he then plays and takes out another 3 basic Pokemon.

He's done this before in other situations when he's drawn a basic Pokemon after i've knocked out his last Pokemon. I always thought once your opponent was out of useable Pokemon then he/she loses?

This isn't an official match or anything, its just me playing my boyfriend but it really annoys me, mainly because i don't know weather its a "legal play"

Please help me set this straight so i can tell him where to stick his basic Pokemon! x
 
When you have no benched pokemon and your active gets knocked out, then you have lost. Not even drawing a basic or a card that gets them will help.
 
Furthermore, he shouldn't be allowed to even draw another card. At the end of your attacking phase, after his last Pokémon on the field is KO'd, you win.
 
Whenever an Active Pokemon is KO'd via any means, that player must replace that Active Pokemon immediately with any Benched Pokemon that are there at the time. If he's unable to do this, he has lost the match then and there.

Think of it this way: In the video games, if you've knocked out all of a trainer's Pokemon, do they keep fighting you?
