Ruling Newbie at TCG..kinda.

I've been playing since Base Set and stopped before the 3rd Generation Pokemon hit. Aquapolis was probably one of my lasts cards, until recently. A few of my friends bought a few decks and packs and we've been playing, I have a lot of questions..
And I could not find a place where it states any basic or advanced ruling on this site at all.
I've seen quite a few changes from back then..

Are there any banned or limited cards?
Since Confusion is 30 damage now, does Pyschic type get 60(if it's weakness)?
2 vs. 2 is not every game, right? 1 vs. 1 is still standard?
Is it safe to say that the older Pokemon cards are completely outdated?
I've seen a lot of the new cards and some of the Diamonds today should have been Stars(or more) back then. And Stars now seem completely unbeatable.
How do old combos fare now? Like Damage Swap and Cowardice combo?
These are just some of the many questions I have for now, I'm typing this on my phone at work..

I see that you can only retreat once per turn now, any other changes?
I haven't completely reread the manual, but I'm going to.

EDIT: Can any mod resend me an Activation Code?
I retried it and it didn't work, I have no spam block or anything.


Also, is there a thread or link where it shows all tournament/competitive rules?
 
Current format is DP and newer for modified play which is what tournaments use.
1 vs 1 is standard and is what tournaments use.
They are outclassed by the newer cards.~Mark
 
You apply weakness and resistance for confusion.
That isn't true anymore. Before, if a Pokemon failed an attack on confusion, it did 20 damage to itself (with W+R applied), and also had to flip to see if its retreat was successful also.

The new ruling for confusion is that, if a confused Pokemon's attack fails, you place 3 damage counters on it (no W+R involved), and it no longer has to flip for retreat.
