I am helping my son enter his first tournament and am in the deck construction phase. Can you please tell me if we have to build his entire deck from the same theme - that is if he wants use Golem do we have to pick everything else from the EX Legend Maker or can we add pokemon from other themes? Thanks!

you can choose pokemon from other themes as long as it is from a legal pack
Yes you can... like Cheesepuff1995 said.... the packs that are in the modified format now are EX Deoxys, EX Emerald, EX Unseen Forces, EX Delta Species, EX Legend Maker, EX Holon Phantoms, EX Crystal Guardians, EX Dragon Frontiers, and EX Power Keepers. Hope this is useful!
