Hey, just because it doesn't work, doesn't mean it can't be a fun league deck.
I think you need to remove Raichu Prime, and just focus on the legendaries, and maybe Samurott. You could, in seriousness, just make a Legend combo deck, that focuses on grabbing the energy with Thundurus, moving around the energy with Tornadus, discarding and recovering with Reshiram, and sweeping with Zekrom (I understand ZPST would be the better deck, but I don't want to change the entire deck to turn it into a overly competitive deck, just a fun league one). I think it could make for an interesting deck, but let's remove the stuff that doesn't provide to the strategy, which would include:
- 2 - 1 Ninetales HGSS / CoL
- 2 - 1 Beartic EP
- 2 Magby TM / CoL
- 1 - 1 - 1 Samurott BW
- 1 Pichu
- 3 / 1 / 1 Raichu HGSS / Prime
So that looks like a lot of Pokemon, right? The key here is to remove the Pokemon that do not help the strategy in any way whatsoever. It looks like Magby is here to burn, which an opponent can easily switch out of. Ninetales contradicts this deck, because you want the energy to stay in play, and Beartic's effect can also be switched out of. As Gliscor explained, Raichu Prime doesn't work due to the fact that it references itself, not another Pokemon with the same name (and Pichu is a free prize in anything other than google. dec and maybe Trainer Lock). Samurott is okay, but with Catcher in this format, your Oshawotts will be the targets. This is why I'm going to re-arrange your Pokemon line to all Basics. That's right,
all Basics.

Crazy, right? But the point here is to make so none of your Pokemon can be targeted by Pokemon Catcher, and can stay in for a while, and that's why this deck can be so fun at league; you won't have the super-competitive players trying to beat a new player by using Pokemon Catcher (of course, they can still use it, but with high HP counts, you'll have them staying in for a while). Search for the energy with Thundurus first (Charge), then move around the energy with Tornadus (Hurricane), then Outrage + Blue Flare with Reshiram, and finally, sweep with Zekrom (Bolt Strike).
Now for your T/S/S. You're going to want to have T/S/S that actually contribute to the strategy, rather than preventing it from working. You're going to want some Pokemon Catcher for yourself to manipulate your opponent, and probably some Max Potion to keep off the damage. Some Rescue Energy / Revive would be really nice for rescuing the Pokemon, and Switch can be used for getting your active legendary out of the action. You're also going to want some Pluspower BW to stack damage, and proabably Evolite (coming in NV) to keep your legendaries alive longer. Try removing this:
- 2 Great Ball
- 1 N (not a proxy?)
- 1 Moomoo Milk (Max Potion is better)
- 1 Cheren
- 1 Engineer's Adjustments
- 1 Good Rod
Great Ball is very iffy, as well as Good Rod, because their gimmicky feature makes them less playable than other cards. Cheren is okay, but we don't need instant drawpower, and we can't afford to discard anything other than things needed to be discarded, and Max Potion outclasses Moomoo Milk. We'll add:
+ 4 Dual Ball
+ 3 Max Potion
+ 3 Pokemon Catcher
+ 3 Professor Oak's New Theory
+ 2 Energy Retrieval
+ 1 Interviewer's Questions
These cards can provide all of the support you need, and 2 Interviewer's Questions is decent to get out energy other than Lightning. Max Potion keeps off the damage so the dragons seem invincible, and Pokemon Catcher allows you to mess up your opponent's set-up. The most important card I added, though, was Dual Ball, and I added 4 of them because you always want all of the Pokemon you can get on the first turn, and Dual Ball helps you get everything you need (
most of the time). Energy Retrieval also helps to rescue the discarded energy that Reshiram or Thundurus may end up discarding.
Finally, for the energy, you can remove all of the Water energy, because nobody in the deck uses Water energy, and you can add one Double Colorless Energy and 2 Rescue Energy. So, all in all, the decklist should look like this:

So there you go. A simple, fun league deck that won't lose every time, but isn't too competitive. I know you might be thinking, "But I like Raichu Prime!" but the fact is, Raichu Prime isn't that great of a card, and I assumed you liked the legendaries, so I made a deck around it. Hopefully you see the good in this deck, and all of the time I took to help, so please take my advice into consideration.
