1.) If say I have a Haunter SF out and I poison my opponent, but Haunter has an Expert belt on, will his attack do 20+poison or just poison?

2.) The same as #1 but for Plus Powers

3.) Is there a card in modified format that adds damage on like expert belt but to benched pokemon, like boost damage to a snipe attack?

4.) Same as #3 but for spread.
 
1. In order to do more damage you must be doing damage already; so just the poison.
2. Same reason as 1.
3. There is nothing (that I can remember) that adds "damage" for a sniping attack. There is however Crobat G (which I expect you know of already).
4. Zapdos [MD] and Jolteon [RR] are the only ones that come to mind.
 
For #4 I meant something like this:

So and so's attack does 10 spread. But if you use this power/card/tool/supporter/stadium/body, it becomes 20 spread. Like only the attack is modified, not like prior spread.
 
Vaporeon RR and Wormadam-Trash PA are the only ones I can think specifically that boost damage for sniping. But usually power-ups, such as PlusPower, Expert Belt, Spcl. Darkness Energy, and attacks like Armaldo-LA's Crush Claw refer to the opponent's Active Pokemon, not to the Bench. (And yeah, like Lunar Wing said, to boost damage, you must be doing some damage to begin with.)

Edit: Ninja'd by Seth. To answer that...no, I don't think there is such a card like that. Gallade 4 has attacks that already put damage on the Bench, but there is nothing that boosts sniping point-blank. The examples of Vaporeon and Wormy-Trash are the only examples in which its sniping is potentially boosted.
