Ruling Muscle Band

If I attach a Muscle Band to a Pokemon with an attack like Noivern's Bomb Burst, will that attack do 20 more damage to everything, or will it have no effect on the attack?

Muscle Band states it does 20 more damage to the active Pokémon, so the extra damage only applies to it, and the opponent's active Pokémon will get 50. The others will only recieve 30.
