Ruling Muscle Band on 0 attacks

SO, Mucle Band

For example, when it says "20 more damage" when its attached to Kangaskhan

1.- When using comet punch, if you get 4 tails does it still make 20 damage?

2.- When using call for Family, it makes no damage?

Muscle Band doesn't boost 0 damage. Some damage must be done in order to be boosted.
