Just to clarify - you are placing damage counters, and you are still attacking with Shadow Room. Specifically, you're not attempting to damage your opponent. Whether or not Gengar uses Shadow Room or Poltergeist, it would not at all affect an Umbreon who was protected by the effects of Moonlight Fang.
