No, because Shred's text is not an effect. Sort of. It is KIND OF an effect, or more accurately an innate "attribute" of the attack, but it does not place any effect on the Defending Pokemon.

Yeah if anything the Shred attack text would technically hit through the Mist Energy but I don’t see a situation where that does anything.

Any shred attack would still pierce through it. This also applies to Rabsca, Jirachi, and Manaphy. The effect of shred-like attacks are not on the defender but the attacker. Mist Energy and the other three only prevent effects of attacks on the defending Pokémon.

I'm eager to give Lugia VSTAR another run post-rotation with Mist Energy, since that completely invalidates Roaring Moon. It'll be even stronger in Expanded to deny stuff like GG End GX but Expanded is a dead format anyways.

Rabsca's fine, the problem is just if you're willing to dedicate deck space for it as opposed to just running Manaphy and Jirachi.
