Ruling Miasma Valley (& Similar Effects) with Ampharos (Damage Bind) vs CITP Pokemon Powers

Scenario:
I have a Miasma Valley in play (or similar effect such as Skarmory FB which used Silver Feather).
I also have a benched Ampharos (Platinum 1) with the PokeBody Damage Bind (All pokemon with damage counters cannot use PokePowers)

My opponent plays a Pokemon such as Crobat G (Skarmory FB situation) with a coming into play Pokepower.

Would my opponent be unable to use the pokepower of Crobat G?

Crobat G would be unaffected by Miasma Valley, but Skarmory's effect would place the damage on it. This comes before the player has a chance to use the Poke-Power. This makes Crobat G unable to use Flash Bite.~Mark
