Ruling mewtwo level x and crobat g

I have been wondering this if crobat g is played on to the bench and uses flash bite and they target mewtwo level x doest it still do damage?

Flash Bite is a Poke-Power, not an attack. It still can place the 1 damage counter on Mewtwo.
