Some Pokemon have less worth, and the cardboard should reflect that.
My presentation is in tatters because they have no sense of priority, and print garbage mons as full arts when iconic Pokemon still needs space. This isn't megas, but it shows my point.
Both the Unova and forwards have their space in the case, consistent, a full art at bare minimum.

Not even the apparent new coat of paint in BDSP saved Uxie and Azelf from having a modern art treatment. Presentation ruined, immersion ruined. You think they just forgot Deoxys-A for some odd reason, of before they make another Regirock full art (the new one looks awful btw), there is one Regi that still needs help?

The VSTAR is Deoxys Attack, not Speed.
Also I am SO happy that it isn't just "iconic," Legendary, or Mythical Pokémon that gets representation in the form of special cards. To me, every Pokémon needs representation, even if "garbage" and I personally am extremely happy that Pokémon like Bouffalant, Kricketune, Durant, Squawkabilly, Lumineon, Spidops, and so on, gets a little special treatment even if the majority of special cards are still given to, in your words, iconic Pokémon. I would not call the majority of those Pokémon iconic, but instead marketable and popular. I mean is Deoxys Speed Form iconic if it's being confused with Deoxys Attack Form?
Even looking at your collection, there are only 3,5 Pokémon that haven't received a Full Art (counting Deoxys as 0,5 because it's just a form), while everything else has at least received an Illustration Rare, and many of those have received multiple special cards over the years. I would say the issue is more that instead of giving Tapu Koko 2 ex cards, 2 V cards, and a VMAX, they could have given at least one of those spots to the Uxie, Azelf, or Regice that is missing.
For me, the issue isn't that they're giving, again in your words, garbage Pokémon a little special treatment. The issue instead is that they keep using the same "iconic" Pokemon. Tapu Koko, Latias (incl. Mega Latias), Melmetal, Kyurem (incl. Black Kyurem), Koraidon, and Miraidon have all received multiple ex prints, and if we want to include non-Legends/Mythicals, Greninja has 3 unique ex cards, Lucario has 3 unique ex cards (and 3 unique V cards + a VSTAR), and don't even get me started on Charizard. Each one of those unique prints could have gone to the Pokémon you're missing in your collection.
So I don't think it's the "garbage" Pokémon that is taking up spots from the missing "iconic" Pokémon, in my opinion the "garbage" are getting the treatment they deserve. It's instead the "iconic" Pokémon that are taking up spots from the lesser "iconic" Pokémon, because they know what sells.
